Protocol for after/during an active shooter event

  • Everyones escape/meeting spot is Saia Trucking companies parking lot in front of their building.
  • If out of the building DO NOT go back into the building.
  • One person needs to be making the call to the police department. The following information needs to be given to the operator.
  • Address of DigiCut: 7700 E. 38th st Tulsa OK 74145
  • Location of the active shooter(s) last seen in the building.
  • Number of shooters. (if more than one)
  • Physical description of shooter(s), Name if shooter(s) in known, clothing of the shooter(s).
  • Number and type of weapons held by the shooter/s.
  • Number of potential victims at the location.
  • There needs to be another person getting a head count of everyone that has made it out of the building. Using the contact information sheet to cross reference this information. Make note of anyone that is not out of the building or anyone that wasn’t at work today.
  • If there is anyone outside that needs urgent medical treatment someone will need to take them to the hospital IF EMSA has not arrived already.
  • When officers arrive there needs to be ONE person that will communicate with the officers. At this point you can give the officers the following.

1. Map of the building from this disaster book.

2. Key(s)/Key card(s)

3. The list of employee(s) that did not come out of the building.

4.Note on the map where the missing person(s) might be. (Offices)

  • If there are employees still inside the building their emergency contacts need to be contacted and informed of the situation.
  • If News crews arrive there needs to be ONE person that address them and to inform the news crew at this time we don’t have any comments.
  • No one needs to leave (unless they are taking someone to the hospital) The police will need to take a statement from everyone and the police will inform you on when you can leave.


 


During a active shooting

  • RUN - If you don’t have to don’t hide. Get out of the building.
  • If still inside your office or a room and cant get it locked in time or the shooter makes their way in: Get your hammer so you have something to defend yourself with. AIM FOR THE HEAD. If you hit the shooter and he/she goes down run do not try to apprehend the shooter.
  • If still inside your office or a room: Turn off any source of noise (i.e., radios, televisions)
  • If still inside your office or a room: Remain quiet.
  • If still inside and you cant follow the escape plan: Lock your self in your office or in a room.
  • If still inside your office or a room: Use a door stopper. Place your door stopper on the door handle side. Place chairs, filing cabinet, desk any thing you can move in-front of your door.
  • If still inside your office or a room: After blocking the door the recommended place to stand (DO NOT SIT) is at the corner wall on the door side. You don’t sit incase the shooter makes his way into the room and you will be ready to defend your self.
  • If still inside your office or a room: Do not open the door for anyone even if they say they are the police. Make the person show some kind of identification by sliding it under the door.
  • If still inside your office or a room with one or two people. Both will need to be in the corner wall on the door side next to each other. If the shoot is to make his/her way into the room the person closet to the door should grab the gun and put their upper body over the shooters hands. This way the shooter cant raise his hands and if the gun goes off most guns cant cycle with your hands over it and most the time this will cause the gun to malfunction. The second person should have the hammer and needs to start attacking the shooters head. If you hit the shooter and he/she goes down run do not try to apprehend the shooter.
  • If still inside your office or a room with two or more people. All will need to be in the corner wall on the door side next to each other. If the shoot is to make his/her way into the room the person closet to the door should grab the gun and put their upper body over the shooters mans hands. This way the shooter cant raise his hands and if the gun goes off most guns cant cycle with your hands over it and most the time this will case the gun to malfunction. The second person should have the hammer and needs to be attacking the shooters head. The third person needs to take the shooters legs out by wrapping their arms around them and pulling the shooters legs out from under him. If you hit the shooter and he/she goes down run do not try to apprehend the shooter.

How to react when law enforcement arrives

  • Remain calm and follow officers instructions.
  • Put down any items in your hands. (i.e., bags, jackets)
  • Immediately raise hands and spread fingers.
  • Keep hands visible at all times.
  • Avoid making quick movements toward officers such as holding on to them for safety.
  • Avoid pointing, screaming and/or yelling.
  • Do not stop to ask officers for help or direction when evacuating, just proceed in the direction from which officers are entering the premises After a active shooting.
  • A protocol for contacting any victims emergency contact.
  • A protocol for what the company will do for the days to come. (Process of the building could take up to a least 3 days or more, what will the company do for the next 3 days)
  • A plan on how the company will open back up.
  • A protocol for how to engage with people after an active shooting.
  • Have a protocol for transporting victims to the hospital in case of a mass shooting. (Most repose time for EMSA is 6-9 mins)
  • Once you have reached a safe location or an assembly point, you will likely be held in that area by law enforcement until the situation is under control, and all witnesses have been identified and questioned. Do not leave until law enforcement authorities have instructed you to do so.
